Can now control café privacy options

Added some more options to cafés. They can now be public and deny members the ability to comment, react or create new conversations. This way a community can be created around a figure or service and only the admins/moderators can create new conversations but members can comment if you want and public can comment if you want. With this you can make it required to join to create comments but not allow creating of conversations. Great for public figures or business pages for example.
